Phil’s accomplishments extend beyond traditional business leadership; he has also served as Founder and Director of a private Foster Care organization and a private college. His extensive experience includes conducting leadership training seminars both domestically and internationally.

Peter Deckard | Director of Operations
As a co-founder and managing partner of Apex Diving and Marine Services, Inc Peter brings 18 years of experience in the the commercial diving industry. He has collaborated on various inland diving projects, including harbor repairs and work on lakes and dams. His experience spans projects ranging from over $250 million to under $100,000. He has fulfilled roles from Diver to Superintendent and Director level, consistently meeting the highest standards.
Through these insights a need for Apex Diving & Marine Services emerged. Peter’s leadership has inspired the Apex Management team in the development of cutting-edge strategies. They offer innovative, environmentally-friendly solutions for critical needs in harbors, lakes, and dams in Southern California. Their focus is on cost-effective and state-of-the-art technologically driven solutions.
Peter holds up to date certifications as a Mixed Gas Diving Supervisor, Class A Engineering License, ACDE, CPR/First Aid, Welding, NDT, Chamber Operations, CRCA, LIRCA.

Newport Harbor Emergency Waterline Repair

We were contracted by the City of Newport Beach to assess and repair a burst waterline on the ocean floor between the peninsula and Balboa Island.
Our team collaborated closely with city officials and resources to develop and execute a plan, restoring the waterline to service as quickly as possible.

4th Annual Newport Harbor Underwater Cleanup

Join over 300 scuba divers and above-water volunteers who will be deployed around Newport Harbor to collect trash, plastics, and other water pollutants in a dedicated effort to keep the 25.2 miles of coastline, bay, and harbor waterways pollution-free. Volunteers collected over 5,000 pounds of trash and single-use plastics from the Newport Harbor during the last cleanup.
Santa Hydraulic Dredge Sediment Removal

We were contracted by the City of Santa Barbara to hydraulically dredge sediment buildup that had created navigational hazards and restricted vessel movement at low tide within the harbor. Our work successfully increased the harbor's depth and provided innovative solutions to minimize sand intrusion and migration, ensuring longer-lasting depth maintenance.
